1. First remove power cable and battery for 1 minute.

Plug in Dell XPS 13 9350 and try now.

2. If the led`s are on and fan is working, you need to test you notebook screen

How ? Find a monitor or tv, plug VGA cable or HDMI and turn your laptop on

If is not working, then you should try these :

Remove scrubs from back for : DVD, Ram memory and wireless adapter and try to start laptop without these.

Still not working ? go to laptop service...sorry.
